On June 5, 2002, the Council of Valenzuela approved Ordinance No. 14 that paved way for the establishment of the Pamantasan ng Lungsod ng Valenzuela (PLV). The university started humbly in a small but strategically situated edifice at the heart of the city. On June 24, 2002, the institution formally opened its doors to 500 students.

The Pamantasan ng Lungsod ng Valenzuela (PLV) is a public university in Valenzuela City, Metro Manila, Philippines. Established in 2002, it was created to provide affordable, accessible, and reputable higher learning for the city's residents. The university initially operated in a government building near the old municipal complex, but in 2008, the city government purchased land near the Children of Mary Immaculate College to expand its facilities. PLV offers both undergraduate and graduate degree programs, emphasizing accessibility and affordability for local residents. In 2018, a new campus was inaugurated along Tongco Street in Barangay Maysan, Valenzuela, providing a modern and expanded learning environment for students. The university plays a crucial role in providing quality education to the city's residents, contributing to their personal and professional growth.

In 2018, a new campus was inaugurated, providing a modern learning environment. It is located at Tongco St. Maysan Valenzuela City. In 2022, Charter Day Celebration lead by Former Mayor Rex Gatchalian is the inauguration of Pamantasan ng Lungsod ng Valenzuela new Buildings and new Wings. This year 2024, is the inaguration of the new PLV Building (CPAG) located beside the Valenzuela RTC. This will allocate more students with facilities and enhance their experiences.
